EXCEPT AS STATED BELOW FIFA LAWS OF THE GAME 2011/2012 WILL BE USED.
As general rules are adopted or changed within MSI, they will be noted below for reference. This is in effort to maintain a safe level of play, as well as to adopt changes that are put into effect in higher levels of gameplay. Doing so allows our players to become familiar with such changes at a recreational level.
The field of play will be as provided and assigned by MSI.
The ball will be as provided and assigned by MSI. The referee may seek a suitable ball from either team. A size 3 ball will be used for Pre-K and K, a size 4 for grades 1, through 6 and size 5 for all others.
• The number of players will be as assigned by MSI. Unless allowed for in advance by MSI, referees shall not allow modifications, even with the agreement of both teams. At the beginning of the match, a team shall be required to play down. At all other times during a match, playing down is recommended as good sportsmanship.
• Players on field per grade (Maximum/Minimum):
- Pre-K – 3-5 per team
- Kindergarten – 6v6
- Grades 1-2 – 8v8
- Grades 3-4 – 9v9
- Grades 5-6 – 11v11
- Grades 7-8 – 11v11
• Substitutions may be made, with the referees permission, by either team after a goal is scored and when a goal kick is to be taken and by the team in possession of the ball on throw-ins and corner kicks or at any other time as allowed by the referee. Players for whom a substitution has been made, may return to play after at least one stoppage of play. All players must be allowed to play at least one-half of each match unless prohibited from doing so by a previous red card.
• Note: It is within the referees discretion to allow both teams to substitute on any stoppage or to allow no substitutions on any stoppage as required by the course of the match. A stoppage for an injury will require the removal for at least one stoppage of the player for whom the stoppage was made. The opposing team shall be allowed the same number of substitutes as players removed for injury (one for one). The restart will be by drop ball. The restart will be by its ordinary course if the stoppage was not because of the injury and substitutions allowed in accordance with the reason for the stoppage.

No changes. Note: A referee will not normally “card” a coach or spectator, but, will simply have them leave the area of play, or take other action as needed. At the referee’s discretion, the captain of the team may be sanctioned for coach and spectator offenses.

Since by definition club referees are not impartial they shall assist the referee only to the extent the referee requests, which is usually only to identify when the ball is out of play and which team should have possession upon the restart.
The duration of the match will be as assigned by MSI. The referee may adjust the duration as needed for safety. For this season:
- Pre-K: Four 6-minute quarters
- Kindergarten: Four (4) Eight (8) minute quarters
- Grades 1/2: Four (4) Ten (10) minute quarters
- Grades 3/4: Two (2) 25-minute halves
- Grades 5/6: Two (2) 30-minute halves
- Grades 7/8: Two (2) 35-Minute halves

All fouls and misconducts Pre-K – 2nd Grade are penalized as Indirect Free Kicks when the Law provides for a Direct free kick. A send-off (red card) will result in the player being prohibited from playing a minimum of one attended match. Longer suspensions may be made by MSI. Note: a player receiving a caution is not required to leave the field and “soft reds” will not be used.
